This is going to sound kind of indulgent and silly, but here goes: I think that White Noise contains a playing out of the Hegel-Kierkegaard philosophical debate. Kierkegaard stresses individual choice and finding morality within one's self, whereas Hegel sees the state as the embodyment of perfect social morality.
The black cloud, like National Socialism, is the evil by-product of a nation's collective spirit. It is this overbearing presence that will not subside. It is almost frustrating to read about peoples lives so consumed with such grim thoughts.
Frustrating, yes maybe, but is that the overall experience, or is this about something more? Is there a particular scene or dialogue it would be useful to talk about here?
